Land can be brought in the housing district or business district of the said town/city. Land can be brought in up to 10 blocks. 10 blocks in the housing district means that your house (once built) can support up to 100 items, 10 blocks in the business district means that your business place (once built) can support up to 10 employees and 1000 items. The cost for these two are different, but the costs are the same all across the nation. Remember: Once you buy land it needs to be built on, this can be done at the Building Office.
Businesses can only employ people up to how much blocks they own (eg.- 5 blocks = 5 employees). Your employees should be recorded at the Land and Building Records. If you, as the owner of a house more than 1 block (each housing block can support one person) want to let others live in your house, then please register them at the Land and Building Records.
